The Index scores each jurisdiction on four pillars built from ABA, U.S. Census, and U.S. Courts data: Demand (the size and intensity of the legal market), Opportunity (the inverse of attorney and firm saturation), Growth (five-year change in attorney and law firm populations), and Velocity (median time from filing to disposition in federal civil courts). Demand, Opportunity, and Growth combine at equal weight into a single Health Index score for every market.
Key findings from the 2026 edition:
- Nevada is the healthiest legal market in America with a Health Index score of 81, followed by Arizona (76), Georgia (75), Texas (72), and South Carolina (71). Sun Belt and Mountain West markets dominate the top ten, pairing rising demand with low attorney saturation and growing lawyer populations.
- The lowest scores cluster in the Northeast. Vermont (25), Hawaii (29), Massachusetts (29), and Connecticut (29) rank at the bottom, where attorney saturation offsets otherwise healthy demand.
- Delaware leads the nation in Demand at 88, reflecting its corporate and Chancery Court caseload, ahead of Georgia, Maryland, and Illinois.
- Arizona (94), South Carolina (93), and Indiana (91) are the most open markets for new entrants, while Washington, DC is the most saturated legal market in the country.
- North Carolina (95) and Nevada (92) grew their attorney and law firm populations fastest over the past five years, momentum that tracks population and business migration into the Sun Belt.
- Median time from filing to disposition in federal civil courts ranges from 138 days in the fastest state to 780 days in the slowest, a gap with direct consequences for litigation economics.
